# Tax Registration

> Manage federal and state tax setup from the Taxes & Compliance page — and let Bolto register with state agencies for you.

The **Taxes & Compliance** page (under Administration) is where you manage every tax jurisdiction your company touches: federal tax details, each state where you have employees, and the registration status of each.

This page covers the in-product flow. For the background on what state registrations and IDs are, see [State Registrations & IDs](/payroll/State-Registrations-and-IDs).

## How jurisdictions appear

Tax setup starts at the **federal** level, then adds a card for each **state** — a state appears once you have a work location there with an employee assigned to it.

The jurisdictions table shows: **Jurisdiction · Tax items · Assigned to workplace · Status**. Two special notes you may see:

* **"Add an employee"** — tax registration in this state begins after the first employee is assigned to a work location there
* **"Setting up…"** — Bolto is preparing the state's tax setup; this usually takes a few seconds

<Warning>
  You cannot run payroll for workers in a state until that state's tax information is fully completed.

## Completing a state's tax setup

For each state you have two paths:

### Option 1: Enter your own account numbers

If you're already registered with the state, choose **"I already have my account numbers"** and enter your withholding account number, unemployment insurance account number, rates, and any other state-specific items.

If you've applied for a number but haven't received it yet, mark that item **"I've applied for this but haven't received it yet"** and fill it in when it arrives — you can complete the rest of the form in the meantime.

### Option 2: Register through Bolto

Choose **"Register through Bolto"** and Bolto files with the state agencies on your behalf, returning your account numbers and SUI rate when the state issues them. **Typical processing is 2–6 weeks.**

<Steps>
  <Step title="Complete your registration profile">
    Registration requires your formation state and date, industry (NAICS) code, description of operations, and your authorized signer's residence address. Bolto prompts you for anything missing on the Company profile page.
  </Step>

  <Step title="Fill out the registration form">
    A banner on the Taxes & Compliance page tracks your registrations — **"Complete your registrations"** for states not yet started, **"Continue your registrations"** for ones in progress. Complete the guided form for each state.
  </Step>

  <Step title="Bolto files and monitors">
    The state shows **Registering** while the filing is with the agency. If the agency needs more information from you, the request arrives **by email** — respond promptly to avoid delays.
  </Step>

  <Step title="Account numbers arrive">
    Bolto fills in your account numbers and SUI rate and the state becomes **Active** — payroll can run there.
  </Step>
</Steps>

Registration through Bolto covers **state withholding (SWH)** and **state unemployment insurance (SUI)**. Only company owners can start a registration.

## Statuses

Each state's card shows where things stand:

| Status              | What it means                                                                               |
| ------------------- | ------------------------------------------------------------------------------------------- |
| **Not started** | Tax setup for this state hasn't begun |
| **In progress** | You're entering your own account numbers |
| **Registering** | Registration is in flight with the state agency — Bolto is on it; no action needed from you |
| **Action required** | A required tax item is missing, or the agency needs information from you (check your email) |
| **Active** | Fully registered with all tax details complete |

A separate **Registration** column tracks the agency filing itself: **Processing · Registered · Action required**.

## Filing authorizations

Beyond account numbers, each state needs a signed **filing authorization** before Bolto can file there on your behalf:

* Authorizations are signed during payroll setup, from the **Documents** page, or when adding a new work location
* A state's authorization becomes available once its tax details are complete and an employee is assigned there
* Bolto banners any outstanding authorizations — *"Filing authorization required"* — so nothing is missed

***

## Adding a new state later

When you hire in a new state, add the work location under **Administration → Work locations** (a 3-step wizard: location details → tax setup → filing authorization) and assign the employee to it. The state then appears on Taxes & Compliance, where you can enter your numbers or register through Bolto.
